Physical Description & Personality
Horatio is the kind of fellow that sees politics as the ultimate kemn game. One of the few people at the University of Magic that would actually revel in this stuff. Of course he is charged with basically keeping the University of Magic out of things as much as possible so he doesn't get to act as much as he'd like to. He gets rather frustrated by that on occasion.
